United Nations Security Council Backs the US Gaza Strip Peace Plan
The Security Council has approved measures put forward by President Trump for achieving a durable ceasefire in Gaza, including the introduction of an global peacekeeping force and a potential avenue to a sovereign Palestinian state.
Broad Backing with Key Absent Votes
The resolution was passed by a tally of 13-0, with both China and Russia abstaining. The US envoy the American delegate informed the council chamber that it set “a different path in the area for Israelis and Palestinians and all the people of the region alike”.
Compromise Phrasing on Sovereignty
The inclusion of mentions to an independent Palestine was the price the America offered for endorsement from the Muslim nations, who are likely to provide security forces for the multinational unit.
“Provisional steps that we start today must be executed in following global standards and respecting Palestinian sovereignty,” the UK chargé d’affaires stated.
Israeli Opposition Continues
Nevertheless, on the brink of the UN vote, Israeli prime minister the Israeli leader reaffirmed his administration's strong objection to the formation of a sovereign Palestine, creating uncertainty on whether Israel will permit the enactment of the internationally endorsed measures.
Key Provisions of the Resolution
- Prompt removal of remaining curbs on relief supplies into the territory
- Creation of an international stabilisation force
- Steps toward restoration and a possible “pathway to Palestinian independence and sovereignty”
Ambiguous Wording and Stipulations
The inclusion to sovereignty was a balanced insertion to an initial US draft which excluded it. Yet the wording is unclear and conditional, declaring only that once the PA has reformed itself and the restoration of the strip is under way, “the circumstances may finally be in readiness for a realistic route to Palestinian independence and sovereignty.”
Global Reaction
The language fell far short of the firm commitment to the creation of a sovereign Palestine alongside Israel sought by Muslim nations, as well as European delegates, but in addresses to the chamber after the approval, envoys from those nations said they were ready to support the agreement in the interests of extending the present ceasefire and prompt actions to feed and protect the 2.2 million Palestinian people in the strip.
“Our delegation has eventually decided to vote in favour of this document, a text that we back its main goal, namely the preservation of the cessation of hostilities and the establishment of situations enabling the Palestinian population to assert their fundamental rights to independence and sovereignty,” Amar Bendjama declared.
Execution Hurdles
This measure provides overall oversight authority to a “stabilisation committee” headed by Donald Trump, but of undefined composition. The board has to inform the international body but it is not obligated by the wishes of the United Nations or by the Palestinian leadership.
It also calls for the formation of a Palestinian technocratic committee that is expected to manage routine management of the Gaza Strip and the distribution of aid, but it is far from clear who would take part.
Peacekeeping Unit Mandate
The mandate of the global force empowers it to remove and dissolve armed groups in the territory, but it is highly uncertain that would-be troop contributors would agree to attempt to face such groups. No country has yet agreed to dispatching troops.
Furthermore the standards for modification of Palestinian leadership, the requirement towards steps to Palestinian statehood, have been hazy.
European officials said they considered it urgent that the identities of the specialized group to provide utilities was agreed as promptly.
